Warlick Warriors Final Recommendations

Assessment

Require each student to maintain a K-12 e-portfolio of their learning that MUST show evidence of accomplishing 21st century skills. ePortfolios will be scored using rubrics based on state standards that have been aligned to national content standards and are tied to ISTE NETS-S.

Broadband

Mandate a large portion of the newly released analog spectrum be allocated for wireless access for education, and incent development of applications for mesh network protocols for portable devices (i.e. phones, iPods, computers, etc.)

Individualized Instruction

By 2011, every school in every district will be using data teams to implement a continuous improvement cycle using data to inform instructional practice and personalized learning for each student.

Online Courseware

By 2012, all secondary schools will offer 10% of their courses online and 25% of all brick and mortar courses will include an online component.

Professional Development

Create a virtual environment that allows educators to communicate and share best practices.

STEM Education

Solicit K-12 classes and educators to collaborate with University and industry to develop solutions to current real-world renewable resource problems at regional, state and national levels with endowed public and private partnership funding established by 2010.

Systemic Reform Models

Implement a targeted specific PD for administrative and teachers correlated to digital content and student performance indicators.

Thornburg Rebels Final Recommendations

Assessmnet: In two years, all teachers should have access to digital tools and resources that provide continuous formative assessment to inform individual student progress, appropriate teaching strategies and individualized learning.

Broadband:
With an enhanced eRate, homes and schools should have a free access to the internet with a minimum of bandwidth the same as the leading country in the world.

Individualized Instruction: By 2011, every school in every district will be using data teams to implement a continuous improvement cycle using data to inform instructional practice and personalized learning for each student.

Online Courseware:
In order to increase the quality and availability of online learning opportunities for students, by 2010 States will have in place standards and a process for certification/endorsement for teacher certification/endorsements and for online courses.

Professional Development: Provide a supportive environment that empowers educators, using coaches and mentors, to enagage students and support student achievement.

STEM:  Increase the capacity of teachers to deliver rigorous and intensive STEM curriculum by 100% in five years through increased access to professional development and pre-service preparation and a national portal offering research, best practices, and instructional resources.

Systemic Reform: Eliminate grouping of students by grade level in order to support developmentally appropriate student progress at their own pace through technology supported instruction

Research shows that professional development changes practice when it is consistent, relevant and sustainable. This group will examine and highlight approaches such as technology coaches, curriculum cadres, and collaborative school reform teams that are being proven effective in changing teacher behavior and increasing student achievement.

We know that when a school is outfitted with the five key elements necessary to transform teaching and learning practices test scores improve, discipline referrals decrease and teachers and students become empowered to go beyond the standardized testing content.
